    This depends upon the individual states but common sense would dictate that the tenant has no control over the trees/shrubs in the area of the rented premises that would necessitate regular cleaning and expecting a tenant to clean gutters could be a public liability issue and subsequent claim if they injured themselves in the process. The simple answer from my perspective is that Residential Tenants are not responsible for the cleaning of the guttering in a rented premises.

    Is "planned maintenance" a legal term?

    No this is not a legal term but a real estate term which relates to the comments made when reporting to property owners following regular inspections of the property. It is our job to ensure the rental is market value but also to ensure the capital value of the property is maintained/improved wherever possible.
